Biography of Engineer Honorable MUMBERE KATSUVA PAPY

Honorable Engineer Mumbere Katsuva Papy, born on November 11, 1977, in Musienene, North Kivu Province, is a Congolese politician and electromechanical engineer. He has been a National Deputy in 2006, 2011, 2018, and 2023. Currently, he serves as the General Director of the NGO ICOPTE.

ORIGINS

Hon. Eng. Mumbere Katsuva is the firstborn of the couple formed by Mr. Daniel Katsuva Wakasivwira, retired from the Congolese National Police, and Mrs. Bahati Mwanvua Nabandu. He spent his childhood and youth in the cities of Butembo and Musienene, regions characterized by their cultural diversity and economic dynamism. Coming from a humble family, Hon. Eng. Mumbere Katsuva was raised in an environment where the values of hard work and determination were instilled from a young age by his parents.

EDUCATIONAL JOURNEY

After obtaining his primary school leaving certificate at Matengenezo Primary School in 1992, Honorable Engineer Mumbere Katsuva Papy pursued his secondary education at the Industrial Technical Institute of Goma (ITIG). He excelled in state examinations and graduated with a score of 85% in industrial electricity in 1999. In 2006, he obtained his bachelor’s degree in electromechanical engineering after a brilliant academic journey at the Higher Institute of Applied Tectonics (ISTA) in Kinshasa.

TRAINING AND INTERNSHIPS

Hon. Eng. Mumbere Katsuva underwent various training programs and internships, including in telecommunications, installation of mini-hydroelectric power plants, telecommunications antenna installation, potable water capture, internet connection distribution, electrical equipment supply, telecommunication network maintenance, computer transmission, SDMON and Perkins Power generator model, driving techniques, computer science and programming, and research and national and international cooperation for the benefit of the DRC.

EXPERT IN ELECTROMECHANICAL ENGINEERING AND SOCIO-ECONOMIC DEVELOPMENT

Honorable Engineer Mumbere Katsuva Papy is an electromechanical engineer specialized in facilitating the search for foreign financial and technical partners for the development of the Democratic Republic of Congo (DRC), as well as for companies and non-profit organizations (NGOs). He has extensive experience in data collection and capacity building for cooperative societies and businesses in various sectors such as mini-hydroelectric dam construction, telecommunications, Wi-Fi connectivity provision, and road construction.

His tenure in several companies as a software programmer for technical management control and administration, general manager at ICOPTE, administrative head of consortium, and manager at Helios Tower Airtel Congo has earned him great renown and enhanced his ability to understand the socio-economic environment of the DRC. As a mass entrepreneurship manager, he excels in creating and organizing cooperative societies, despite the challenges related to membership and adaptation to OHADA law. Honorable Engineer Mumbere Katsuva Papy possesses an in-depth understanding of the challenges facing informal businesses and microenterprises in the DRC.

POLITICAL CAREER

Hon. Eng. Mumbere Katsuva Papy, a prominent political figure in the Democratic Republic of Congo, has played a significant role in the country’s political landscape as a national deputy during various presidencies and legislatures. His parliamentary career has been marked by his affiliation with several political formations, demonstrating his ability to adapt to the political changes in his country.

In 2006, during the presidency of Joseph Kabila Kabange, Hon. Eng. Mumbere Katsuva Papy served as a national deputy. He was a member of the RCD/KML (Congolese Rally for Democracy/Kisangani – Liberation Movement), a political party closely associated with His Excellency Mbusa Nyamwisi. This period was characterized by political turbulence in the Democratic Republic of Congo, and Hon. Mumbere Katsuva Papy’s involvement with the RCD/KML reflects his active participation in the political movements of the time.

In 2011, still under the presidency of Joseph Kabila Kabange, Hon. Eng. Mumbere Katsuva Papy was counted as a National Deputy. He was a member of the UDA (African Democratic Union), a political party led by His Excellency Claudel André Lubaya. His membership in the UDA underscores his commitment to democratic ideals and African unity, as well as his support for Lubaya’s political leadership.

In 2018, during the peaceful transition to the presidency of Félix Tshisekedi Tshilombo Antoine, Hon. Eng. Mumbere Katsuva Papy joined the BUREC (United Bloc for the Renaissance and Emergence of Congo), a political party led by Dr. Julien Paluku Kahonya, Former Governor of North Kivu Province, 2007 to 2019. He was promoted to national deputy after the victory of the one he had deputized for. This political transition reflects a change in his political priorities and a response to the changing dynamics of the Congolese political scene at that time.

Since 2023, still under the presidency of Félix Tshisekedi Tshilombo Antoine, Hon. Eng. Mumbere Katsuva Papy has been a national deputy during the legislative elections of December 23, 2023. He is a member of the CCU (Convention of United Congolese), a political party led by His Excellency Lambert Mende Omalanga. His membership in the CCU is seen as a new step in his political career, marked by a new political alliance and a willingness to work with Mende Omalanga to promote the interests of his constituents and his country.

During his parliamentary terms, Hon. Eng. Mumbere Katsuva Papy has been involved in various legislative initiatives, working on proposed laws, participating in parliamentary debates, and supporting development projects for his constituency. His political journey reflects his adaptability, commitment to public service, and ability to navigate the nuances of Congolese politics.

PROFESSIONAL LIFE

DIRECTOR OF CAPACITY BUILDING IN EDUCATION

Hon. Eng. Mumbere Katsuva Papy holds the position of Associate Head responsible for implementing the training and capacity-building program for clients of the education-inclusion program. His main achievements and success indicators for tasks under his responsibility include:

  • Interacting with clients to define the modalities of training.
  • Developing training modules based on the products offered or the needs expressed by clients.
  • Conducting theoretical courses on the topics covered during the training.
  • Participating in evaluation juries for training participants.
  • Facilitating all tasks related to the training selected within the program.
  • Participating in capacity-building sessions for trainers and other stakeholders in the program.

Honorable Engineer Mumbere Katsuva Papy leveraged his knowledge and skills in the coffee industry as the Technical Director for Alpha-New Company, where he accomplished the following tasks:

  • Monitoring the production and processing of specialty coffee.
  • Implementation of the coffee value chain process.
  • Designing mechanisms to ensure coffee quality.
  • Capacity building of technical department staff on modern coffee processing methods.

DIRECTOR OF HUMAN RESOURCES AT THE INDUSTRIAL AND COMMERCIAL COMPANY OF VIRUNGA (SICOVIR)

As the Director of Human Resources, Honorable Engineer Mumbere Katsuva Papy conducted a diagnosis of the department’s functioning and successfully accomplished the following tasks:

  • Establishment of administrative organization for human resources.
  • Design and implementation of the first human resources procedures manual.
  • Revision and strengthening of the company’s internal regulations.
  • Regularization of the contractual situation of each worker.

DIRECTOR OF OPERATIONS AT NEW CONTINENT MINERALS COMPANY

Having held various positions, from Commercial Assistant to Technical Advisor and Human Resources Manager at New Continent Minerals, a subsidiary of the China Far East Group, Hon. Eng. Mumbere Katsuva Papy successfully carried out the following tasks for nearly a year:

  • Negotiating mining contracts with mining concessionaires.
  • Obtaining mining titles and other legal documents from mining administration services.
  • Supervising the extraction and processing of mineral substances.
  • Negotiating agreements with local communities.

TECHNICAL CONSULTANT

Consultant for technical, administrative, and business development matters at Louis Mining Sarl. As a consultant for the mining company, Honorable Engineer Mumbere Katsuva carried out the following tasks:

  • Providing advice on the company’s mining activities.
  • Monitoring the tax declaration processes of the company’s activities.
  • Ensuring the regularization of the situation of foreign personnel with competent authorities.
  • Monitoring legal proceedings involving the company.
  • Providing support in negotiating partnership contracts.

  • Supervising the establishment procedure of organizations
  • Non-profit organizations (NGOs), limited liability companies (SARLs), joint-stock companies (SAs), as well as mining cooperative societies affiliated with national and international companies.

Maitea and Nuru Coffee Cooperatives, Sopade Coffee, Amani, Rujcaf, Coacha, Tujenge, Coplacaca, Com Dewa. As a consultant, Hon. Eng. Mumbere Katsuva Papy has performed and continues to perform the following tasks:

  • Administrative technical advice.
  • Business affairs guidance.
  • Validation of commercial partnerships (contracts).

SURVEY SUPERVISOR

General Business Census (GBC) in Walikale Territory. In partnership with the National Institute of Statistics (INS) and the World Bank, Honorable Mumbere Katsuva Papy executed the following tasks:

  • Contacting business managers for awareness.
  • Deploying investigators in various businesses for surveys.
  • Monitoring investigators and providing assistance when needed.
  • Synchronizing investigators’ data for validation.
  • Correcting errors and conducting refresher sessions with investigators.
  • Transmitting data to management for processing.
  • Developing the final report.

ACTIVITY COORDINATOR

Capacity Building in Entrepreneurship at CADERSA NGO (DRC) As a capacity-building officer for post-conflict community recovery and support for solidarity entrepreneurship, Eng. Hon. Mumbere Katsuva Papy achieved the following:

  • Conducting the identification and selection phase of project beneficiaries.
  • Capacity building for beneficiaries in entrepreneurship and management of Income Generating Activities (IGAs).
  • Providing material support to project beneficiaries.
  • Facilitating the creation of over 4000 IGAs within the project’s intervention radius from inputs received from beneficiaries.
  • Supervising the execution of various tasks by collaborating agents.
  • Reporting on activity progress in real-time.

DIRECTOR OF OPERATIONS

Survey Supervisor for the Performance-Based Financing (PBF) Project As a survey supervisor for CADERSA in collaboration with the Performance Purchasing Agency (AAP), Hon. Eng. Mumbere Katsuva Papy carried out the following tasks:

  • Contacting health facility managers for awareness.
  • Deploying investigators in various health areas for surveys.
  • Monitoring investigators and providing assistance when needed.
  • Synchronizing investigators’ data for validation.

As the General Director of the NGO in charge of infrastructure development, Hon. Eng. Mumbere Katsuva Papy supervised the following activities:

  • Construction of hydroelectric dams.
  • Water capture.
  • Construction of telecommunication antennas.
  • Construction of National Road No. 2, Goma-Bukavu section.
  • Promotion of techniques in the Democratic Republic of Congo.

BOARD ADMINISTRATOR OF THE COOPERATIVE AGRICULTURAL SOCIETY OF COFFEE PRODUCERS OF KIVU (CAPCKI COOPCA)

As an administrator within the agricultural cooperative society, Hon. Eng. Mumbere Katsuva Papy acquired the following skills:

Assistant Director of ITS Kinshasa Company: Hon. Eng. Mumbere Katsuva, in his role as deputy director, involved coordinating operations and managing resources to ensure the smooth functioning of the company.

Participant in AfDB Activities: Hon. Eng. Mumbere Katsuva marked his participation in briefings with the African Development Bank (AfDB). Contribution to discussions validating the scoping report. He monitored and guided field teams to ensure effective project implementation. Participation in the design of the preliminary data consolidation report, thus helping to gather and organize relevant information for subsequent analyses.

Professor at ISTA Goma: Hon. Eng. Mumbere Katsuva Papy shared his knowledge and expertise as a professor, training the next generation of professionals in the field of electromechanics.

ENGAGEMENTS AND ACHIEVEMENTS

In addition to his professional career, Mr. Hon. Mumbere Katsuva Papy has been involved in various voluntary and humanitarian activities. He has notably been a member of the Association of Students and Pupils of ISTA Kinshasa (ASEI-KIN), a founding member of the Association of Young Leaders of Schools and Higher Institutions of the DRC (AJLESIR), a founding member and former President of the Association of Alumni of ISTA Kinshasa (AAE-ISTA), and a member of the FUTURE KONGO Foundation.

As an engineer and businessman, he has actively participated in development projects in various sectors in the DRC. Mr. Hon. Mumbere Katsuva Papy is particularly committed to sustainable development and initiatives aimed at improving the living conditions of local populations.

COMMUNITY DEVELOPMENT INITIATIVES

  • Implementation of telecommunications antennas in remote areas for the benefit of communities in the Eastern DRC provinces of North Kivu, South Kivu, and Ituri.
  • Capture and distribution of drinking water in villages across the DRC.
  • Supervision of road infrastructure construction works connecting Goma and Bukavu.
  • Support initiatives for orphans and widows, including education and social assistance programs.
  • Construction of a hydroelectric dam in the city of Uvira to provide clean and renewable energy.
